To whom it may concern:Based on the coal purchasing plan of the coastal area power plants in JAN 2022,we hereby invite your company to propose the cargoes.The main requirement of the indication are as the follows:非挂靠印度等重疫情国家/地区,满足吕四最新疫情标准,船东保证不在卸港更换船员,否则船东承担全部时间损失及费用损失。FOR:- ACCT JIANGSU DATANG SHIPPING CO.,LTD.- - 50,000MTS /10% COAL IN BULK, MOLOO- SMX, 20YRS , 4x25 Cranes , 4x12CBM Grabs, LOA MAX 192 Meters ,Unless the shipper approval.- LOADING: 1SA ,TANJUNG PEMANCINGAN , SOUTH KALIMANTAN, INDONESIA- DISCHARGING: 1SB DATANG LVSI POWER PLANT OR OTHER PORT,CHINA- LAYCAN: 23TH JAN--29TH JAN, 2022(LT TO APPLY)- LOADING RATE: 8,000 MTS PWWD OF 24 CONSECUTIVE HRS, SHINC,EXCLUDE MAJOR HOLIDAY ;- DISCHCARGING RATE:10,000 MTS PWWD OF 24 CONSECUTIVE HRS,SHINC;- NOR:AT L/P:The NOR to be tendered after pilot off board and drop anchor in one safe anchorage area as suggest by pilot and free pratique guaranteed ATDN SHINC, but excludes the Indonesian Major Holidays. Indonesian Major Holidays means 2 (two) days of Idul Fitri, 1 (one) of Idul Adha, 1 (one) day of Independence Day, 1 (one) day of Christmas Day, and 1 (one) day of New Year’s Day.NOR shall be deemed as accepted when it is tendered as per contractual terms and once the vessel and all its crew members are inspected and declared free of coronavirus (covid-19) and clear to load the cargo by port authority or relevant competent indonesian authority.If at any time the vessel is prevented from entering loading port, or berthing, because of vessel’s inefficiency, breakdown or other hindrances which constitute usual hazards to the vessel including but not limited to coronavirus (covid-19) issues, NOR shall be deemed invalid. NOR shall be retendered only when such inefficiency, breakdown or other hindrances including but not limited to coronavirus (covid-19) issues have ceased to exist. Any losses related to such invalid NOR shall be borne by owner.Laytime(L/P)Laytime for loading shall commence 12 consecutive hours after a valid notice of readiness has been tendered and received and free pratique is granted unless sooner commenced.If the Twelve (12) hours turn time expires on Major Indonesian Holidays, the laytime shall commence from 8:00 hours on the next working day,unless loaded sooner.If Vessel’s arrival is out of the laycan, then Shipper will be accepted it on CQD (Customary Quick Dispatch) basis, which mean there will be no demurrage nor dispatch applied.Laydays shall be Weather Working Day of twenty-four (24) consecutive hours including Sundays, holidays with Idul Adha, Idul Fitri, New Year, Independence Day ,Good Friday and Christmas Holidays excepted, unless used in which event only time actually used in the loading shall count.Laytime shall cease counting upon Completion of Loading. Final Draft Survey shall not count as Laytime. 12 (twelve) hours free time shall be allowed for Shipper’s obtaining export documents after final draft survey. After the 12 (twelve) hours free time, Laytime shall resume to count and cease to count upon export documents (PEB) received by shipping agent except for the delay was caused by Government/Local Authority.Time lost by the following causes shall not count as laytime(whether or not the Vessel is already on Demurrage):a) Time required for shifting from the waiting point to the point where pratique is granted shall not be included in the Laytime if the Vessel has been ordered by the port authorities to wait for arriving at Load Port.b) Taken from anchor aweigh or pilot on board, whichever is earlier, until the vessel is all fast, and ready in all respects to load (including hatches passed, customs clearance and free pratique, opening and/or closing hatch, if applicable);c) Time lost due to inefficiency or any other cause attributable to the vessel (including attachments or other legal process), her agents, her master, her crew or the Owners which affects loading and/or discharging of the vessel;d) If loading is interrupted in order to conduct business on behalf of the Owners e.g. taking bunkers, victuals, intermediate draft surveys or draught checks;e) Breakdown or failure of the vessel to comply with the requirements or regulations of the loading port causing delay or restriction to loading operations; In the event of any breakdown occurred to the cranes and/or grabs, the laytime shall be counted based on pro-rated basis of each number of cranes and/or grabs working. Additional, if breakdown cannot be repaired in the next 24 (twenty-four) hours after breakdown occurred, then Owner will compensate additional 1 (one) day demurrage for each not workable crane to the Shipper and such compensation day to be added on the allowed loading time (basis actual loaded quantity and applicable loading rate).f) If holds inspection is failed, laytime not to count. Laytime to be counted after hold re-inspection are passed;g) Hold inspection, time used for first opening and last closing of hatches, time for the initial draft survey intermediate draft survey and final draft survey, including all trimming work.h) Loading interruption due to wind ,rain, wave, fog or other natural causes, and interruption due to cleaning being required after rain and snow;i) Time forchecking temperature of cargo requested by the Master or the Chief Officer after a barge is alongside the vessel or floating crane shall not be counted as laytime even the vessel is already on demurrage;j) Due to the owner’s reasons, the actual time used for Government Agency or related to conduct quarantine and inspection to ease COVID 19 , even if the vessel is on demurrage.k) Shifting and mooring of vessl during the loading operation.l) Delays due to the vessel’s requirement(s) to change stowage plan or loading sequences.m)Any time lost due to any governmental authority or port authority preventing, impeding or prohibiting loading;AT D/P:In China,NOR to be tendered at any time day night Saturday Sunday and holidays included, whether in berth or not.Laytime to commence 12 hours after Notice of Readiness tendered unless sooner commenced, in which case actual time used to count. If after berthing the vessel is found not to be in free pratique and in all respects not ready to discharge or free pratique is not granted on arrival at the berth, laytime shall be deemed not to have commenced until when the vessel is in fact in free pratique and in all respects ready to discharge.Laytime (D/P)Laytime shall commence twelve (12) hours after NOR tendered unless sooner commenced, which cease actual time used to count in full.
